이번 행사에는 APEC 회원국의 세관 당국과 글로벌 물류기업, 국제기구 및 주요 이커머스 플랫폼 관계자들이 참석한 가운데, 국경 간 전자상거래 확산에 따라 신속통관과 위험관리 체계 개선 방안을 논의하기 위해 마련됐다.
한국관세무역개발원은 국내 특송물류센터 기반의 스마트 물류체계를 소개하며, ▲동시구현 X-ray 판독 시스템, ▲자동 분류·BCR(Barcode Reading) 설비, ▲사전 데이터 교환 시스템 등을 통합한 혁신 통관 모델을 선보였다. 특히, ‘정부-비영리 민간 협력형 운영체계’라는 독창적 모델이 해외 관세당국과 글로벌 기업들로부터 큰 주목을 받았다.
워크숍 발표 세션에서 한국관세무역개발원은 “다빈도·소액 화물 급증으로 복잡해진 전자상거래 통관 환경 속에서도, 스마트 통관 인프라 구축을 통해 위험요소를 사전에 식별하고, 실시간 정보공유 체계를 마련함으로써 전체 통관 소요 시간 단축에 기여했다”고 설명했다.
전시회 부스에서는 3D 시뮬레이션과 영상 콘텐츠를 활용해 특송물류센터의 실제 운영 프로세스를 시각적으로 구현해 호평을 얻었으며, 중국, 일본, 미국 등 주요국 대표단은 해당 기술의 운영 노하우에 깊은 관심과 함께 향후 협력 가능성에 주목했다.
이갑수 물류본부장은 “이번 APEC 무대는 한국의 특송물류 혁신 모델을 국제사회에 공유하고, 향후 APEC 공동 표준화 논의를 선도할 수 있는 계기가 됐다”며, “앞으로도 AI·디지털 기반의 통관물류 혁신과 글로벌 협력을 강화할 계획”이라고 말했다.
한편, 한국관세무역개발원은 개발도상국을 대상으로 ‘한국형 특송통관센터 모델’을 수출하기 위한 글로벌 협력사업을 추진하여 국제사회에 확산시킬 계획이고, 최근 국내 특허를 취득한 ‘특송물품 통합 관리 시스템(WMS)’에 AI 기반 소프트웨어 기술을 접목하여 향후 중소기업의 물류·통관 환경 개선 지원 사업을 확대해 나갈 방침이다.

Korea Customs and Trade Development Institute Joined APEC SCCP Workshop and Exhibition to Promote Korea’s Express Cargo Customs Platform
The Korea Customs and Trade Development Institute (KCTDI) participated in the 2025 APEC Sub-Committee on Customs Procedures (SCCP) Workshop and Technology Exhibition, held from July 28 to August 1 at Songdo Convensia, Incheon. During the event, the institute successfully introduced Korea’s cutting-edge express cargo customs model and next-generation risk management technologies.
The workshop brought together customs administrations from APEC member economies, global logistics firms, international organizations, and leading e-commerce platforms. Discussions focused on improving expedited clearance procedures and strengthening risk management systems in response to the rapid growth of cross-border e-commerce.
In its presentation on Korea’s smart logistics system centered around express cargo centers, KCTDI showcased an innovative, integrated customs clearance model that combines real-time X-ray inspection, automated sorting and barcode reading (BCR) equipment, and an advance data exchange system, among other key technologies. Particularly noteworthy was the institute’s unique “government-nonprofit partnership model,” which drew significant interest from foreign customs authorities and global companies.
In its workshop presentation, KCTDI highlighted that “despite the increasingly complex e-commerce environment due to the surge in small, low-value shipments, Korea’s smart customs infrastructure enables early identification of risks and real-time data sharing, contributing to significant reductions in clearance time.”
At the exhibition booth, KCTDI used 3D simulations and video content to visually demonstrate the operational workflows of Korea’s express cargo centers. Delegations from key economies―including China, Japan, and the United States―expressed strong interest in the system’s practical applications and potential avenues for future cooperation.
Lee Gap-soo, Head of KCTDI’s Logistics Division, stated, “This APEC event was an important opportunity to share Korea’s innovative express cargo clearance model with the international community. We hope it will serve as a stepping stone for leading discussions on procedural standardization across the region.” He also reaffirmed the institute’s commitment to advancing AI and digital-based customs innovation and strengthening global partnerships.
Looking ahead, KCTDI aims to expand its international cooperation by promoting the Korea Express Cargo Customs Platform to developing countries. The institute is also enhancing its recently patented Integrated Management System for Express Goods (WMS) by incorporating AI-driven software technology, with plans to broaden its support programs for SMEs in logistics and customs clearance.
